M.Sc. : Research and Development of ITU-T H.261 Video Encoder using C for Linux. ITU-T Recommendation H.261 has been developed with the aim of video transmission at p x 64 Kbps ( p in the range of 1 to 30). Possible applications of H.261 include videophone and videoconferencing. The video coding algorithm must be able to operate in real time with limited delay and to compress moving images in the spatial and temporal domains, by using 2D (8 x 8) DCT and motion-compensated prediction, respectively.
